The Federal Ministry is empowered, by statutory ordinance with the consent of the Bundesrat, where necessary to achieve the purposes referred to in section 1(1) item 1, 2, 3(b) or 4, in each case also in conjunction with section 1(3),
Das Bundesministerium wird ermächtigt, durch Rechtsverordnung mit Zustimmung des Bundesrates, soweit es zur Erfüllung der in § 1 Absatz 1 Nummer 1, 2, 3 Buchstabe b oder Nummer 4, jeweils auch in Verbindung mit § 1 Absatz 3, genannten Zwecke erforderlich ist,
1. to lay down the maximum content of undesirable substances,
1. den Höchstgehalt an unerwünschten Stoffen festzusetzen,
2. to issue the hygiene requirements which ensure that feed is in sound condition from its manufacture until it is fed,
2. die hygienischen Anforderungen zu erlassen, die eine einwandfreie Beschaffenheit der Futtermittel von ihrer Herstellung bis zur Verfütterung sicherstellen,
3. to lay down requirements for the condition and equipment of rooms, installations and containers in which feed is manufactured or treated,
3. Anforderungen an die Beschaffenheit und Ausstattung von Räumen, Anlagen und Behältnissen zu stellen, in denen Futtermittel hergestellt oder behandelt werden,
4. to regulate the equipment, cleaning or disinfection of the rooms, installations or containers referred to in item 3, of the means of transport used for carrying feed, of the containers and implements used in such carriage and of the loading areas, as well as the keeping of records on cleaning and disinfection,
4. die Ausstattung, Reinigung oder Desinfektion der in Nummer 3 bezeichneten Räume, Anlagen oder Behältnisse, der zur Beförderung von Futtermitteln dienenden Transportmittel, der bei einer solchen Beförderung benutzten Behältnisse und Gerätschaften und der Ladeplätze sowie die Führung von Nachweisen über die Reinigung und Desinfektion zu regeln,
5. to prohibit or restrict the use or the placing on the market of articles which are intended to be used in the manufacture, treatment, placing on the market or feeding of feed and which in the process come into contact with feed or have an effect on it, where there is reason to fear that portions of a substance which are not harmless to health will migrate into a feed,
5. das Verwenden oder das Inverkehrbringen von Gegenständen zu verbieten oder zu beschränken, die dazu bestimmt sind, bei dem Herstellen, Behandeln, Inverkehrbringen oder Verfüttern von Futtermitteln verwendet zu werden und dabei mit Futtermitteln in Berührung kommen oder auf diese einwirken, wenn zu befürchten ist, dass gesundheitlich nicht unbedenkliche Anteile eines Stoffs in ein Futtermittel übergehen,
6. to prohibit or restrict the use or the placing on the market of materials or articles which are intended to be used in the keeping of food-producing animals and in the process to come into contact with these animals and in respect of which it cannot be ruled out that they will be ingested by animals, where there is reason to fear that portions of a substance which are not harmless to health
6. das Verwenden oder das Inverkehrbringen von Materialien oder Gegenständen zu verbieten oder zu beschränken, die dazu bestimmt sind, beim Halten von Tieren, die der Lebensmittelgewinnung dienen, verwendet zu werden und dabei mit diesen Tieren in Berührung zu kommen und bei denen nicht ausgeschlossen werden kann, dass sie von Tieren aufgenommen werden, wenn zu befürchten ist, dass gesundheitlich nicht unbedenkliche Anteile eines Stoffs
a) will pass into the animal and this may result in a marketing ban for the food obtained from these animals, or
a) in das Tier übergehen und dies für die von diesen Tieren gewonnenen Lebensmittel ein Verkehrsverbot zur Folge haben kann, oder
b) will have an effect on the animal and this may result in damage to the animal's health.
