(1) Products which do not comply with the provisions of this Act applicable in Germany (the domestic territory), with the statutory ordinances issued on the basis of this Act and with the directly applicable legal acts of the European Community or the European Union within the scope of this Act shall not be brought into Germany.
(1) Erzeugnisse, die nicht den im Inland geltenden Bestimmungen dieses Gesetzes, der aufgrund dieses Gesetzes erlassenen Rechtsverordnungen und der unmittelbar geltenden Rechtsakte der Europäischen Gemeinschaft oder der Europäischen Union im Anwendungsbereich dieses Gesetzes entsprechen, dürfen nicht in das Inland verbracht werden.
This shall not apply to transit under customs supervision.

The prohibition under sentence 1 shall not preclude customs clearance unless otherwise provided by the statutory ordinances based on section 56 concerning the bringing of the products referred to in sentence 1.
Das Verbot nach Satz 1 steht der zollamtlichen Abfertigung nicht entgegen, soweit sich aus den auf § 56 gestützten Rechtsverordnungen über das Verbringen der in Satz 1 genannten Erzeugnisse nichts anderes ergibt.
(2) The Federal Ministry is empowered, in agreement with the Federal Ministry of Finance, by statutory ordinance with the consent of the Bundesrat, where necessary to fulfil the purposes referred to in section 1 or compatible with those purposes, to permit, by way of derogation from subsection (1) sentence 1, the bringing of certain products into Germany and to regulate the conditions and procedure therefor, including the setting of quantitative restrictions, and in doing so to issue provisions under section 56(1) sentence 1 item 2 and sentence 2; section 56(1) sentence 3 shall apply mutatis mutandis.
(2) Das Bundesministerium wird ermächtigt, im Einvernehmen mit dem Bundesministerium der Finanzen durch Rechtsverordnung mit Zustimmung des Bundesrates, soweit es zur Erfüllung der in § 1 genannten Zwecke erforderlich oder mit diesen Zwecken vereinbar ist, abweichend von Absatz 1 Satz 1 das Verbringen von bestimmten Erzeugnissen in das Inland zuzulassen sowie die Voraussetzungen und das Verfahren hierfür einschließlich der Festlegung mengenmäßiger Beschränkungen zu regeln und dabei Vorschriften nach § 56 Absatz 1 Satz 1 Nummer 2 und Satz 2 zu erlassen; § 56 Absatz 1 Satz 3 gilt entsprechend.
